FIRST, SOME VOCAB — In the Senate, there’s a procedure called cloture, which provides a way to end debate and force a vote on proposed legislation. Without cloture, any senator can prolong debate and delay or prevent a vote from taking place. (This is known as a filibuster, as we discussed earlier this week.)
